I disagree.
Not all DLC is planned before a game is being made...or even has time to be made during the game. It's not like, at least in Bethesda's case, the DLC is used to unlock stuff. I do wish it was a bit more hefty, or there was more of it, but Dawnguard/Dragonborn do add a bit to the game, especially the latter. I miss the days of Bloodmoon and Tribunal like extensions but I feel like your view on Bethesda DLC is misguided.
It is however, a bit overpriced (especially if you don't get it in sale.) for what it is.
