The goblin that had fallen to the ground has managed to get to its feet despite its hands still being frozen together. It takes a wide "baseball" swing at Duncan with its club while his sword is stuck through the other goblins.

With the other two goblins still frozen - one undead and the other just normal dead by now - the remaining goblin takes in the situation for a moment and decides to flee. There are passages leading away from the little courtyard you've been fighting in in all four cardinal directions. The goblins attempts to escape to the west, though its gait is unsteady from being knocked around.
((For the sake of making it easier to keep track of directions, I'm going to say the city gate is to the south, the tower you're aiming for is to the north, and the main road you left a short while ago is to the east.))

The goblin wasn't carrying much on him that would be of any use to Rupert, but it does have a key of some kind. There is no indication as to what it might be for, and there are no apparent locks in sight.
Duncan runs into nothing hostile as he proceeds north along the main road. When he stops at the intersection to clean the goblin blood from his shortsword before it causes any rusting, some movement down the western road catches his eye. It's the little goblin that got away (identifiable by its limp) accompanied by two larger, man-sized creatures. Duncan can only see them for a moment before they disappear from view.
Moments later, Rupert hears several sets of footsteps heading his way. The goblin and two fairly tall ogres burst into the area, stopping when they see Rupert doin' his thing. ((I was going to say he was caught with his pants down, but I imagine he probably doesn't have pants.)) After noticing the (un)dead goblins, one of the ogres turns to the living goblin and asks, "This one of the humans who attack?"
"That him, Grumus! Color-y ice wizard!"
The other ogre steps forward toward Rupert. "Hmph, Mugdul take care of him quick."
Both ogres look to be around seven feet tall and are much better armored than the goblins, but it still looks like they made the armor themselves, probably from pieces they got from dead adventurers' gear. Grumus is staying back with his arms crossed impatiently. Two old, heavy-looking broadswords hang from his belt. Mugdul has loosened a chain whip from his belt and is holding it lazily as he approaches Rupert.
((Should be easier to keep track of enemies if they have names.))

Rupert's spell encases the chain whip in a chunk of ice, but Mugdul looks unconcerned. He crushes the ice in a few key spots with his off hand, and the chain regains some of its flexibility - only now it resembles a flail made of ice. Mugdul continues to saunter toward Rupert and, when he's in range, swings the flail into the air before bringing it down heavily at the Scottish mage.
Meanwhile, Duncan manages to clamber onto a nearby building. He can hear some voices coming from the southwest, but other than his own name, the words aren't clear enough to make out. Too many buildings block his view of that area from his current position.
Taking a look to the north, Duncan does get a better view of the city square than he did from street level. In addition to the monument - which looks like it commemorates a swordsman slaying a rather large troll or some other beastly creature - he also spots a number of cages that he hadn't seen before. Most are empty, but a couple appear to have occupants.
