It seemed to have died, nobody used it anyways, so now it's dead.
So now most member groups can change their Display Names for free(That item has been free since Duck Week anyways) in their profile. Everyone should also be able to change their member title after 25 posts.

Go to the top and click My Controls:
You should see, on the left, a menu...
Personal Profile
. Edit Profile Information
. Edit Personal Portal Information
. Edit 'About Me' page
. Edit Signature
. Edit Avatar Settings
. Change Personal Photo
. Change Display Name
That should include these things.
Edit Profile Information has the field to change your title.
